the has-been

Reagan, he says, made Republicans "the party that would change government, not sustain it." Gingrich offered "a detailed list of congressional and governmental reforms that took power away from the smoke-filled rooms and returned it to the people."

And what has Bush done to make Republicans the party of reform? Mehlman's answer:

"President George W. Bush reorganized our entire security system, creating the Department of Homeland Security."

No wonder Republicans feel like killing themselves. The only hope their own chairman can give them that they're not the party of government is that Bush created the largest, costliest new federal bureaucracy in American history.

When the GOP's cheerleader thinks a bloated bureaucratic nightmare with 170,000 employees is a shining example of "limited government" and "our Party at its best," even Republicans seem to be saying sayonara to conservatism.

This Crisis Demands a Reappraisal of Who We Are and What Progress ...

Last year Joshuah Stolaroff, who has written a PhD on the subject, sent me some provisional costings, of £256-£458 per tonne of carbon. This makes the capture of CO2 from the air roughly three times as expensive as the British government's costings for building wind turbines, twice as expensive as nuclear power, slightly cheaper than tidal power and eight times cheaper than rooftop solar panels in the UK. But I suspect his figures are too low, as they suggest this method is cheaper than catching CO2 from purpose-built power stations, which cannot be true.

The Kyoto protocol, whose replacement the Bali meeting will discuss, has failed. Since it was signed, there has been an acceleration in global emissions: the rate of CO2 production exceeds the IPCC's worst case and is now growing faster than at any time since the beginning of the industrial revolution.

Boca Juniors eyes record in Copa Libertadores

Flamengo, Brazil's most popular club and the 1981 champion, has threatened to petition FIFA to ban games above of 2,750 meters (9,075 feet). Bolivia, nestled high in the Andes mountains, would be the country most affected by the ban.

Athletes from low-lying countries like Brazil often feel ill playing in the thin air of the Andes, which can cause nausea, dizziness and vomiting.

FIFA said it would ban international matches at high altitudes, but Brazilian President Luiz Inacio Lula da Silva agreed to a request from Bolivia and said he would ask FIFA to reconsider.

Flamengo wants the ban enforced, but South American soccer confederation CONMEBOL endorsed Bolivia's objection at a meeting this month.

Virginia Tech vet chosen to care for Olympic horses

A recent addition to the Virginia-Maryland Regional College of Veterinary Medicine at Virginia Tech will be spending next summer in China, caring for horses in the 2008 Olympics.

David Hodgson has been selected as one of about 20 official Olympic Committee veterinarians, caring for about 200 horses that will be competing in the games. After a veterinary career that took him from his native Australia to Washington State University and back, David Hodgson and his family relocated to Blacksburg this summer. He heads the Department of Large Animal Clinical Sciences at the vet school.

Hodgson specializes in internal medicine and has a doctorate in equine sports medicine. But he and the other vets at the games will treat a variety of ailments, from leg injuries to coughs and colds commonly suffered by horses after a long trip.

The man who directed 'Bonnie and Clyde'

The response to the film's then-unique blend of violence and comedy, sex and iconoclasm would be what we now know as the New Hollywood.

Penn will be at the Harvard Film Archive this Friday, kicking off a four-day retrospective of his work. Sitting in the art-filled Upper West Side duplex he shares with his wife, he recently talked about his life and work. Despite a recent hospitalization for pneumonia, Penn was an animated and articulate conversationalist.

"What happens is, you reach 85, and everybody says, 'Get him before he dies!,' " Penn laughs. "You like being celebrated, but you also know the clock is ticking."

A trim, energetic man of medium height with a hang-dog face and striking light-blue eyes, Penn's casually dressed: sweater, chinos, a pair of Nikes.

Big guns eyeing Toffee's Lescott

Lescott has been in fine form for Everton this season and this has not gone unnoticed. The 25-year-old has also broken into the England squad this season and his versatility at the back will certainly increase his potential value and interest.

Both Arsene Wenger and Alex Ferguson have both been reported to have scouted the defender in recent weeks and with the transfer window coming to a close this Thursday both could put a firm bid on the table to test the Toffee's resolve.

David Moyes has made it clear he would not be looking to sell any of his star players but a bid of significent value could well tempt him and the lure of Champions League football could well prove too much for Lescott to turn down.
