Experts say the cat, once worshiped as a god in ancient Egypt, is now suffering from an image problem. The result is a movement within the pet-products and -care industry to promote kitty equality.

The pet business, it seems, has gone to the dogs.

More than a third of the country's 90 million cats have not been to a vet in the past year, according to a survey by the American Pet Product Manufacturers Association. Even though there are 20 percent more cats in America than dogs, because cat people tend to own more than one, Americans simply spend more on their dogs. During the past 12 months, for instance, dog owners spent an average of $217 on food while cat owners spent $188.

"Cats are not highly valued in our culture," says Donna Mlinek, feline programs manager for the Denver Dumb Friends League.

On the health care priority, the foundation board has just approved a three-year initiative to develop treatment standards for senior citizens suffering from two yet-to-be-determined health problems.

A group of insurers, physicians and others will be asked to spend about six months selecting the two health problems and coming to an agreement on how best to treat them. "It's just a matter of practice catching up with knowledge," Urban said.

He said physicians often recommend different courses of treatment for patients with identical symptoms. If research has established the best approach, Urban said it can take many years for that approach to be widely adopted.

"We're going to point the way, but what's important is we're bringing all the right parties together," he said, referring to the care providers, hospitals and insurers that sometimes are at odds with one another.
